Trump told reporters he was seeing tremendous self-policing and that the companies understand they have to self-police. Named signatories include Anthropic CEO Dario Amodei, Google CEO Sundar Pichai, Meta CEO Mark Zuckerberg, OpenAI President Greg Brockman, Nvidia CEO Jensen Huang, and Elon Musk, alongside Trump. Johnson described the text as a joint commitment and statement of principles holding companies to robust internal controls.
The White House Accord on Super Intelligence, also styled as a Joint Commitment on Frontier Responsibilities, lists four layers. Companies are to implement robust internal controls during training and deployment, empower an internal oversight team, partner with an independent external auditor or evaluator, and designate an independent board committee to receive reports and push remediation. Participating companies are to meet regularly on standards, and the text leaves a door open to later laws or regulations without claiming statute today.
The same day, Trump signed the executive order Inaugurating The Era Of Super Intelligence. The White House Fact Sheet says the order directs executive departments and agencies to use Super Intelligence and SI in place of Artificial Intelligence and AI in official correspondence, public communications, policy documents, and other non-statutory documents. The Assistant to the President for Science and Technology is to propose a federal Super Intelligence definition. The order does not rewrite historical documents or invent a criminal penalty regime for the Accord.
What remains open is who Trump names to oversee the enterprise, how often the companies meet, whether the four layers harden into statute, and how the voluntary morally binding frame holds under the next incident.
